The following is copied from 'Project L.U.C.I.D' by Texe Marrs, 
pages 32-36.


   Dr. Antony Sutton, an expert on advanced and futuristic 
technology systems, says that L.U.C.I.D. may hone in on 
certain individuals whom the government feels are 
undesirables, but everyone will come under its authority and 
be subject to its high tech sensors.
   Sutton, a highly astute researcher who authored 'The 
Secret Establishment' and other books unmasking secret 
societies and exposing the aims of the globalists, is one of 
the tiny handful of men who have, so far, exposed the 
manifest dangers of L.U.C.I.D. He writes:

   Big Brother planners have now excelled themselves with a 
   totalitarian scheme to hook all of us up to a central 
   computer tracking system, with the assumption that we 
   are all criminals and need to be catalogued and 
   tracked...
   
   L.U.C.I.D. proposes that the Universal Biometrics now 
   under development by the Department of Defense be used 
   as a "secure, uniform, interactive, and instantaneous 
   tracking system."
   
   Tracking of whom you will ask? Not criminals, but 
   according to its designers' own words, "noncriminal 
   justice background checks" and "alias criminals." That 
   means potentially everybody. We applaud their ingenious 
   use of the English language. What's an "alias 
   criminal?"1

The Meaning of L.U.C.I.D.

Why the acronym L.U.C.I.D.? What words do the cryptic 
letters represent? Dr. Sutton has taken note of this curious 
acronym, L.U.C.I.D. What does it mean? He observes that, 
"The word LUCID is notably close to LUCIS, or LUCIFER."
   "We trust," Sutton writes, that "this was not a Freudian 
slip on the part of the (designer) authors."
   Terry Cook, another researcher aware of the plan for 
L.U.C.I.D., inquires: "So what does L.U.C.I.D. mean? What do 
the initials stand for? Nobody knows!" But Terry Cook has 
his suspicions, and he has also taken note of the 
"LUCID/LUCIS/ LUCIFER connection."2
   "According to 'Webster's New Collegiate Dictionary'," 
Cook writes, the word 'lucid' means "suffused with light; 
luminous; translucent..." This, he suggests, gives us a 
definite clue that Lucifer may be lurking behind the 
scenes.3
   The Bible cautions that Satan, or Lucifer, does, indeed, 
often come cloaked innocuously and deceptively as an 
emissary of goodness and righteousness. He and his ministers 
do not appear as conspiratorial, scheming devils and as 
wicked men, but as "angels of light" (II Corinthians 11:14). 
Thus it is that in every occult system, the priest and 
theologians emphasize the desire to seek after "more light."
   Both Sutton and Cook mention also the premier occultic 
organization known as 'Lucis Trust', incorporated in 1922 as 
'Lucifer Publishing' and located on United Nations Plaza in 
New York City. In my books, 'Dark Secrets of the New Age', 
'Mystery Mark of the New Age', 'New Age Cults and 
Religions', and others, I examine the Lucis Trust and its 
subsidiary organizations. I show that it is closely 
affiliated with the United Nations leadership and that the 
Lucis Trust's membership includes powerful men such as 
Robert McNamara, former Secretary of Defense and former head 
of the World Bank.
   The Lucis Trust is formally accredited as a 
"nongovernmental organization (NGO) of the United Nations." 
I also prove that its name, Lucis, is derived from combining 
the names of Lucifer (the sun deity) and Isis (the great 
goddess of Egypt). Lucis Trust tells inquirers that the name 
stems from the Latin word for "light" or "light-bearing."
   Terry Cook points out that in the symbol of the Lucis 
Trust logo are concealed the letters L, U, and X, or LUX, 
which, in Latin, means "light."
   The overriding goal of the Lucis Trust is a New World 
Order made up of a "Thousand Points of Light." (Some claim 
that the founder of Lucis Trust, theosophist Alice Bailey, 
coined the term, "New World Order.") This New World Order 
will be presided over by a New Age Christ, or Messiah, soon 
to come, who will govern a united humanity with principles 
based on occult, magic, and science.
   I cannot say for sure if the designers of the L.U.C.I.D. 
network, Dr. Anthony Halaris and Dr. Jean-Paul Creusat, are 
members of the Lucis Trust, or of one of its several 
subsidiary organizations. but we should perhaps note that 
while the corporation, Advanced Technologies Group, Inc., 
which claims authorship of L.U.C.I.D., is variously listed 
by internet directories as being headquartered in either 
West Des Moines, Iowa or Lombard, Illinois, Dr. Halaris, who 
serves as president of the firm, lists his address as New 
Rochelle, New York. This is the same state where the Lucis 
Trust is headquartered. Halaris is also listed as a computer 
science professor at Iona College in New York state.
   Meanwhile, Dr. Creusat is a medical doctor who officially 
holds the positions of "L.U.C.I.D. System Designer." He also 
is on the staff of Interpol as a "Medical Officer 
Investigator on Narcotics Control," and is an "International 
Narcotics Enforcement Officers Association (INEOA) 
Representative to the United Nations NGO-ECOSOC."4 
ECOSOC stands for 'Economic and Social Council of the United 
Nations'.
   In short, Dr. Creusat is an official representative of a 
foreign police agency working with a nongovernmental 
organization (NGO) of the United Nations. As I mentioned, 
the Lucis Trust is also accredited as a NGO of the United 
Nations.

Unraveling a Mystery

It is apparent to me that, as researcher Antony Sutton and 
Terry Cook discovered, designers Creusat and Halaris are 
very reluctant to reveal the true meaning of the acronym, 
L.U.C.I.D. It took all of my investigative skills to elicit 
a formal response from these men to my simple request for 
information. First, my office personally contacted Dr. 
Anthony Halaris at Iona College. "What does 'L.U.C.I.D.' 
stand for?," we inquired. The secretive Halaris refused to 
say, but, instead referred us to Dr. Jean-Paul Creusat, his 
associate.
   We were able to locate Dr. Creusat at a company called 
Birkmayer Software Development in New York City. (Is 
Birkmayer yet another CIA proprietary organization?) When 
Creusat refused to talk to us, we interviewed a "Mr. 
Bernardo Lam," a technical specialist at the firm.
   Even though he admitted working closely with Dr. Creusat 
in the development of the L.U.C.I.D. software project, Lam 
insisted he did not know what the acronym stood for. He did 
confirm to us that Dr. Creusat works for Interpol, the 
international police agency, with headquarters in Paris, 
France. Mr. Lam also said, regarding L.U.C.I.D., that Dr. 
Creusat was the chief designer and thus, as he put it, 
Creusat is "Father of the Child."
   Our discussions with a "Ms. Crusita Ramos," who said she 
was Dr. Creusat's secretary, likewise proved fruitless. 
"No," said Ms. Ramos, "I do not know what the letters in 
L.U.C.I.D. mean."
   After much curious delay and, seemingly, energetic 
attempts to divert us, we were, however, eventually able to 
communicate directly with Dr. Jean-Paul Creusat though his 
E-mail address on the Internet. Creusat, too, at first, did 
not give us an answer to what we thought should have been a 
simple request: What do the letters in the acronym, 
L.U.C.I.D., represent?
   Finally, perhaps noting our dogged persistence, the 
doctor E-mailed us a message in which he claims that 
L.U.C.I.D. stands for Logical Universal Communication 
Interactive Databank. Creusat also maintains that he and Dr. 
Anthony Halaris are not on a governmental payroll, but are 
entrepreneurs. According to Creusat, "L.U.C.I.D. R&D 
(research and development) has been privately generated." 
When fully developed, L.U.C.I.D. will, he added, "complement 
and enhance the International Justice System."
   I leave it to your imagination whether or not Dr. Creusat 
is being honestly straightforward and forthcoming. The whole 
thing struck me as bizarre, indeed. Here was a citizen of 
France, Dr. Jean-Paul Creusat, M.D., who works on the staff 
of Interpol, a European-based international police agency, 
and who is also somehow affiliated with the United Nations, 
involved with two little-known U.S. corporations, Advanced 
Technology Group and Birkmayer Software, designing a system 
for a worldwide, criminal justice computer tracking systems 
and control network, to be used by the CIA, FBI, et al. All 
of this he does while claiming to be independent, with funds 
for L.U.C.I.D. R&D, he says, being "privately generated."
   Someone with just a half-suspicious mind might say all 
this smacks of the intelligence directorate of the National 
Security Agency (NSA).
